Required Experience: MINIMUM TRAINING, EXPERIENCE, LICENSES, OR CERTIFICATIONS
Bachelor’s degree in public administration, business administration, urban planning, or related field required; supplemented by eight (8) years of professional experience in the field, including four (4) within a supervisory/management capacity; or demonstrate an equivalent combination of education, training, and experience. Must possess and maintain a valid Florida Driver’s License. KNOWLEDGE, SKILLS, AND ABILITIES Executive-level interpersonal, leadership, planning, management and communications skills; ability to communicate professionally verbally, in writing, and in presentations. Ability to effectively administer a staff comprised of entry and journey level management engaged in carrying out departmental functions. Extensive knowledge of current codes and regulatory standards governing the City’s Community Development programs and activities as well as the State’s building construction industry in the respective trades/disciplines assigned to the position. Ability to perform routine to moderately complex mathematical computations and tabulations accurately and efficiently. Skill in administration of Community Development programs, related work specifications, and related programs. Skill in researching, compiling, and summarizing statistical data and related materials. Skill in the review and interpretation of Community Development plans, and the technical interpretation of applicable codes and regulatory standards. Ability to provide plans review oversight and recommend/develop modifications as necessary to ensure overall project compliance with applicable codes and regulatory standards. Extensive knowledge of all functions relevant to the processing and approval of building construction projects in the respective trades/disciplines, e.g., plans review, licensing, permitting, and inspections. Skill in the review and interpretation of construction project plans, and the technical interpretation of applicable construction codes and regulatory standards. Ability to read, update and maintain various records and files; ability to access, operate and maintain various software applications. Skill in written and oral communications for the effective development and presentation of departmental reports and modifications to established codes and ordinances. Ability to establish and maintain effective professional relationships with City employees, departmental staff and management, the public, developers, contractors, engineers, architects, property owners, City Council and State and County Public Officials. PHYSICAL REQUIREMENTS While performing the essential functions of this job the employee is regularly required to stand, walk, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, and lift and/or move up to 25 pounds. Full job description DESCRIPTION OF DUTIES AND RESPONSIBILITIES Under the direction of the City Manager, the purpose of the position is to direct responsible professional, technical, managerial, and administrative work over the City’s Community Development Department. Employees in this classification function in an executive capacity and are responsible for ensuring adherence to, and compliance with, all applicable City, State, and Federal code and regulatory requirements governing Federal Housing, Community Development programs, building inspection activities, permitting, and code administration throughout the City. The Community Development Director will develop strategies to advance City Council key initiatives and priorities related to improving the perception of the City’s business friendliness while maintaining the City’s high standards for the built environment. This position will also foster interdepartmental relationships and external partnerships to further some of these key initiatives. The objective is to ensure safety, health, and welfare and to preserve and enhance the City’s natural and structural aesthetic land use through the departmental application of the City’s Comprehensive Plan, Land Development Code, and all applicable established zoning, building, and code regulations. The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. Administer the Building, Code Enforcement, Planning & Zoning, work groups to ensure compliance with all applicable City, State, and Federal code and regulatory requirements regarding new and existing construction for both residential and commercial land throughout the city. Develops and implements a customer-focused culture providing emphasis on creating user-friendly processes and providing support to other City initiatives such as the Business Assistance Center, Innovation District, and Smart City. Plan, organize, and implement work group goals, and coordinate and integrate all activities toward achievement of established goals and objectives; develop and implement policies and procedures for functions under charge. e.g., inspections, permitting, Federal Housing and Community Development programs. Coordinate and participate in the development and presentation of the City’s Comprehensive Plan, Code of Ordinances and Land Development Regulations for City Council adoption. Participate in executive-level meetings for the dissemination of information and presentation of annual and special projects goals and objectives; attend and facilitate various City advisory boards and citizen group meetings. Develop, implement, and control departmental budget; ensure all functions and programs under charge are performed within established budgetary parameters, including performing cost control activities, monitoring revenues and expenditures, and ensuring sound fiscal control. Communicate with the public, developers, contractors, architects, City Council, Department Heads, and State and County Public Officials for the dissemination of information, the resolution of technical problems, and to facilitate development activities. Maintain current knowledge of trends and regulatory developments for application to functional areas under charge; provide technical plans review and interpretation of the various codes for which the division is responsible for enforcing. Receive, respond, and provide resolution to escalated inquiries and concerns from the public, the business community, City Officials, and other departments regarding division-related issues; attend and provide presentations as needed to various committees, boards, and related building interest groups. Direct responsible professional, technical, managerial, and administrative work over information systems and communications systems throughout the city. Prepares various documentation regarding division activities, e.g., monthly reports, draft and revised codes and ordinances. Performs a wide variety of administrative tasks, i.e., interviewing, selection, hiring, discipline, employee motivation, performance evaluations, training, and terminations.
