III. Working Relationships

The Executive Vice President reports to the Board of Directors and, between meetings, receives direction from the President within established board policy.

The EVP works closely with members of the Board, Executive Committee, committee and council chairs, and staff, and requests assistance from the President in resolving any conflicting demands placed on the EVP or staff.

IV. Role Expectations

This role requires consistent, full-time presence and engagement in Central Oregon’s business, government, and community environments. The EVP must be comfortable operating in public, media, and stakeholder settings and possess a demonstrated ability to build relationships across government, business, and community leadership. This includes hands-on participation in COBA events.

V. Performance Expectations and Evaluation

Success in this role will be evaluated not only on operational effectiveness but also on:

· Member engagement, participation, and growth

· COBA’s visibility and influence in the region

· Strength of relationships with community and government partners

· Relevance and success of programs and initiatives

· Financial stewardship and organizational leadership

These criteria may be used in determining annual bonus eligibility and performance evaluation.

Executive Vice President

I. Responsibility

The Executive Vice President (EVP) serves as the chief executive officer of COBA and is responsible for the overall leadership, visibility, and effectiveness of the association. The EVP recommends and participates in the formulation of policies and makes decisions within existing policies as approved by the Board of Directors.

The EVP oversees the staff, programs, activities, and strategic direction of COBA to ensure that objectives are attained, plans are fulfilled, member needs are met, and COBA continues to grow in influence and relevance as a leading builders association of Oregon.

The EVP serves as the primary public representative and spokesperson for the building industry in Central Oregon and works to ensure COBA is highly visible, respected, and engaged in regional conversations related to housing, workforce, economic development, land use, and community growth.

II. Duties

Organizational Leadership and Governance

· Ensures that the Board of Directors, Executive Committee, and officers are kept fully informed on the conditions and operations of COBA and all important factors influencing them. Attends meetings of the General Membership, Board of Directors, and Executive Committee.

· Works with the Executive Committee to plan, formulate, and recommend for Board approval the basic policies, programs, projects, and major activities of COBA.

· Oversees all policies and ensures approved programs, projects, and major activities of COBA are implemented effectively.

· Responsible for the continuing development and supervision of the administrative organization, including structure and function. This includes authority and/or delegation of hiring, supervising, termination, training, and setting of salaries, raises, and bonuses for employees within the limits of COBA’s budget as approved by the Board.

External Leadership, Visibility, and Industry Representation

· Serves as the primary public spokesperson for COBA and the building industry in Central Oregon.

· Actively builds and maintains relationships with EDCO, the Chamber of Commerce, city and county leadership, regional organizations, economic groups, and community partners to ensure COBA’s consistent presence and influence.

· Maintains effective relationships with the news media, elected and administrative government officials, and business organizations.

· Ensures COBA is represented in key regional conversations related to housing supply, workforce development, land use, economic development, and industry challenges.

· Personally involved in community and professional organizations and other groups to ensure COBA’s mission and goals are stated clearly, consistently, and in a timely manner.

Government Affairs Alignment

· Leads and supports the COBA VP of Government Affairs to implement COBA policies and strategies related to planning practices, land use controls, environmental regulations, and other building industry issues across city, county, and state agencies.

· Helps ensure alignment between local industry challenges and governmental awareness through consistent dialogue and relationship-building.

Member Engagement, Growth, and Value

· Leads and supports the Senior Vice President to ensure COBA programs, events, and initiatives remain relevant, well attended, and aligned with member needs.

· Develops and leads strategies to increase member engagement, participation, retention, and growth.

· Works with committees and councils to ensure meaningful involvement and value for COBA members.

Strategic Industry Leadership

· Leads and supports initiatives related to workforce development, education partnerships, trade engagement, and emerging industry challenges.

· Identifies trends and challenges facing the building industry and positions COBA to proactively address them.

· Builds coalitions across builders, trades, educators, and policymakers to strengthen the regional building ecosystem.

Communications and Brand Leadership

· Oversees and guides COBA’s communications, messaging, and public image to ensure consistent, proactive representation of the building industry.

· Ensures COBA’s mission, impact, and industry contributions are effectively communicated to members, partners, and the public.

Financial Management and Administration

· Provides ultimate oversight and leadership for achieving the financial goals of the Association and meeting revenue and expense targets for the annual budget.

· In cooperation with the Budget Committee and Treasurer, develops, recommends, and upon approval operates within an annual budget.

· Ensures that all funds, physical assets, and property of COBA are appropriately safeguarded and administered.

· Executes provisions in the By-Laws with respect to an annual association financial review.

General Responsibilities

· Carries out such other general responsibilities as may be delegated by the officers and Board of Directors.
